Battle for Middle Earth II - Evil Campaign Mission 2 - Grey Havens

It is very important to note that Corsair ship cost no Command Points in this mission. In the early phase of this mission, you can get by with 4-6 and you don't have that many Resources to build more anyway. If you need more Resources, an eastern path is unblocked shortly after the elven transports make their run. If you follow the path, you can capture an Outpost for a slow Resource income.
Because the next phase of the mission doesn't start until you destroy all the towers on the beach, you can patiently accumulate Resources to get two large fleets to box in the Elven navy.
You should have at least two Bombardment Ships to help the battle on the beach when your troops land, and later to hit targets in the city. Once the fog of war is lifted (by entering the city from land, from the west), you can hit the Elven Fortresses with your Bombardment Ships.

The beachhead is a chaotic affair, but mostly takes care of itself as you have enough troops. Having the Bombardment Ships offshore can help a lot, though.

The Goblin King can go up to level 5.
