Black Market
Through an exploit (?) you can set up a Black Market (on Kamino) as early as Mission 4 (Piracy on Mandalore), but you get the same technology choices as the Black Market on Kuat, which you must establish as part of Mission 6 (Black Market Establishment).

If you do not use the Mandalore exploit, the earliest you can have a Black Market here is after Mission 14 (Cloud City Conflict), when you can conduct Piracy on Bespin.
